TikTok announced Thursday the successful finalization of an ownership restructuring that brings together technology infrastructure giants and leading investment firms to establish a majority American-owned entity. The deal showcases collaboration between different sectors of the American business community to preserve platform operations.
ByteDance, the Chinese technology conglomerate that created TikTok, has agreed to reduce its ownership stake to 19.9% in the American entity, while US investors assume controlling interest with 80.1% of the company. The partnership combines Oracle’s technology infrastructure expertise with Silver Lake’s investment and operational experience in the technology sector, alongside MGX’s sovereign investment capital. Michael Dell’s investment firm adds additional technology industry credibility to the consortium.
This resolution addresses legislation enacted by Congress in 2024 that required separation from Chinese ownership, bringing together complementary capabilities to create a robust American ownership structure. Oracle provides cloud computing and database infrastructure capabilities essential for platform operations, Silver Lake brings experience managing and growing technology companies, and the combination creates a well-rounded ownership group capable of both operational oversight and strategic guidance.
Leadership of the American entity will be entrusted to Adam Presser as CEO, supported by the diverse expertise of the ownership consortium. The company will be overseen by a seven-member board of directors, deliberately designed with an American majority and composed of cybersecurity and national security experts. Current global TikTok CEO Shou Chew will participate as a board member, ensuring coordination across the partnership.
The new US entity commits to implementing comprehensive safeguards including advanced data protection protocols, secured algorithms, enhanced content moderation, and software integrity measures. The platform’s recommendation algorithm undergoes complete retraining using exclusively US user data. Both governments have approved the arrangement, with President Trump publicly thanking Chinese President Xi Jinping for facilitating the partnership that brings together American technology and investment leadership.
