Australia and Timor-Leste Forge Defence Pact to Boost Cyber and Maritime Security

In a move to bolster regional security amidst China’s growing influence in the Indo-Pacific, Australia and Timor-Leste have signed a comprehensive defence agreement. The deal, signed in Dili by Australian Defence Minister Richard Marles and Timor-Leste Prime Minister Xanana Gusmão, focuses on enhancing cybersecurity, maritime security, and regional cooperation.

As part of the agreement, Australia has committed A$62 million (US$43.5 million) to support Timor-Leste in various areas such as cybersecurity, maritime security, infrastructure development, disaster relief, and training. Additionally, Australia will provide three more police vessels and increase the frequency of joint defence exercises.

Richard Marles emphasized that the agreement is a pivotal step in reinforcing the longstanding partnership between the two countries. Australia currently stands as Timor-Leste’s largest defence and security partner. Prime Minister Gusmão expressed optimism that the deal would enhance Timor-Leste’s ability to combat organized crime and illegal fishing while also improving its maritime capabilities.

Timor-Leste’s strategic location, approximately 700 kilometers northwest of Australia and near Darwin, underscores its importance to regional security. The presence of a rotating force of US Marines in Darwin further highlights the region’s significance for Australia’s northern defence strategy.

The timing of this agreement aligns with Australia’s broader strategy to enhance security partnerships across the Pacific and Southeast Asia, driven by concerns over China’s expanding naval presence and security ties with regional countries. Beijing has also shown interest in strengthening military relations with Timor-Leste.

Australia’s efforts to build similar defence and security alliances extend to other Pacific island nations, including Vanuatu, Fiji, and Papua New Guinea, as it seeks to deepen regional partnerships and counterbalance China’s influence.
